The Pre-Existing Condition Insurance Plan (PCIP) provides a new health coverage option for those who have previously been denied coverage due to a pre-existing condition. PCIP was initiated by Section 1101 of Title 1 of the Patient Protection and Affordable Care Act of 2010, which requires the creation of a temporary high risk health insurance pool program to provide health insurance coverage to uninsured individuals with pre-existing conditions. The Consumer Insurance Programs Branch (CIPB) manages the overall program administration for 24 Federal Fall Back States for PCIP enrollment and the billing and collections of premiums, in partnership with the Department of Health and Human Services (HHS) and the Office of Personnel Management (OPM).
