98-1, New Condition Codes in PROP

Title: IV, Central Accounting System Manual
Chapter: 6, Property Management Information System, Section 4, Personal Property System (PROP)
Bulletin: 98-1, New Condition Codes in PROP
Date: September 24, 1998
To: USDA PROP Users
OSHRC PROP Users
Electronic Access Coordinators

Effective October 15, 1998, PROP will be modified to accommodate new condition codes developed by the General Services Administration (GSA). With this GSA-mandated implementation of new codes in PROP, the old codes will no longer be valid. These code changes will affect the reporting of excess property and eliminate the use of supply condition codes. Therefore, the new codes are to be used only as disposal condition codes and will now be entered as one field position.

Since the disposal condition code may be entered at several screens in PROP, the Attachment identifies the screens and the specific menus that contain a condition code field. The condition code is an optional entry at most of these screens; however, at the time the property is being declared "excess" in PROP, the condition code is a required entry on the Excess and Non-Accountable Excess screens located on the Reporting Change of Status Menu.

The new condition codes and descriptions are as follows:

Code

Description

1

Excellent- Property that is in new condition or unused condition and can be used immediately without modifications or repairs.

4

Usable - Property that shows some wear but can be used without significant repair.

7

Repairable - Property that is unusable in its current condition but can be economically repaired.

X

Salvage - Property that has value in excess of its basic material content but repair or rehabilitation is impractical and/or uneconomical.

S

Scrap - Property that has no value, except for its basic material content.
