HRPAY 16-11, Federal Employees Group Life Insurance Program (FEGLI) Open Season and Premium Changes

Summary

This bulletin supersedes Bulletin 16-08, Federal Employees Group Life Insurance Program (FEGLI) Open Season and Premium Changes, dated September 2, 2016, to correct the Web-Based Entry, Processing, Inquiry, and Correction System (EPIC Web) entry information. All other information remains the same.

The Office of Personnel Management (OPM) will hold a Federal Employees Group Life Insurance Program (FEGLI) Open Season from September 1, 2016, through September 30, 2016. During this time, eligible employees can elect to enroll or increase their FEGLI enrollment by submitting Standard Form 2817, Life Insurance Election, to their Human Resources (HR) office.

Note: This Open Season will only be available to eligible employees, not annuitants. Agencies must confirm that employees are in pay status before processing a document.

Implementation

EmpowHR

Agencies must enter FEGLI changes on the HR Processing page - Benefits tab. These documents may either be entered and placed in an RDY Future (ready future) status, or they may be held for processing until Pay Period 20, 2017.

Front-End Systems Interface (FESI)

Agencies must enter FEGLI changes. These documents may either be entered and will be held at the National Finance Center (NFC) in a future file, or they may be held for processing until Pay Period 20, 2017.

Web-Based Entry, Processing, Inquiry, and Correction System (EPIC Web)

Agencies must enter FEGLI changes in the 881 Change in FEGLI document. These documents may either be entered and placed in the I (incomplete) status, or they may be held for processing until Pay Period 20, 2017.

Open Season

Open season elections made during the Open Season will be effective October 1, 2017 (Pay Period 20).

Note: Since these personnel actions are not effective until Pay Period 20, 2017, many changes could occur before that time (i.e., employee transfers to another Agency). Agencies may process the documents as they are received, or they may choose to hold them for processing closer to Pay Period 20, 2017, to avoid experiencing any processing errors.

FEGLI Premium Changes

The following FEGLI premium changes were effective as of January 1, 2016:

• Option A, Option B, and Option C rates decreased.
• Post-Retirement Basic Insurance with 50% Reduction and No Reduction increased.
• Older Age Band of Option B and Option C increased.

  Note: The new premiums are available on the Benefits Administration Letter (BAL) 15-203, dated August 7, 2015.

  Note: Basic coverage will have no change.
