The Financial Management Service (FMS) Government-Wide Accounting (GWA) Central Accounting Reporting System (CARS) initiative mandates that Federal Agencies and payroll providers who produce accounting use the Component Treasury Accounting Symbol (TAS) and Business Event Type Code (BETC) to be compliant with the Treasury-led initiative. The following information refers to the Web-based Special Payroll Processing System (SPPS Web) BETC entry on the National Finance Center (NFC) 29, Pay Adjustment Document.

Effective Pay Period 15, 2015, SPPS Web will be modified to require a new field called BETC on all screens that contain the accounting code field (see Attachment). The BETC value defines the type of transaction that is being processed. A BETC value will be required in addition to the accounting code. On the Agency use screens, a BETC value can be selected from the BETC drop-down list which will include the following:

Agency Human Resource (HR) users should select the DISB value unless otherwise directed to use accounting that will require a special BETC value such as DISBCA or DISBBCA. In addition, Agencies must include both the accounting code and BETC value in the Remarks field on SPPS Web Adjustment Requests and on the AD-343, Payroll Action Request submissions. If Agencies do not include a BETC value in the Remarks field of the SPPS Web Adjustment Request or on the AD-343 form, a BETC value of DISB will be applied if valid in conjunction with the accounting provided.
