REPT 20-03, Paid Parental Leave

Summary

In accordance with the Code of Federal Regulations, part 630, Absence and Leave (5 CFR § 630), as of Pay Period (PP) 20, 2020, Federal civilian employees will be granted with up to 12 weeks of paid parental leave (PPL). Public Law 116–92, dated December 20, 2019, known as the Federal Employee Paid Leave Act (FEPLA), provides guidance for this new leave type.

The new law applies to leave taken in connection with a birth, adoption, or foster care placement occurring on or after October 1, 2020. The U.S. Office of Personnel Management (OPM) will issue necessary regulations and guidance to implement this legislation.

The National Finance Center (NFC) is establishing prefixes to be used in conjunction with transaction code (TC) 62 (Sick Leave) for the purpose of recording this information.

Users will be able to access PPL data in Insight under the Workforce Profile subject area. For the Reporting Center, users can view the PPL data on the Statement of Earnings and Leave (E&L).

The NFC_ASD_SAL_USE_2 subject area has been modified to accept the new database fields used for the PPL data. It is located in the Work Force Profile, payroll area in the Employee Salary folder. The new fields are:

If the employee is eligible for PPL, the usage will be displayed in the Remarks section of the Statement of Earnings and Leave. The Statement of Earnings and Leave is available under Financial Reports.
