INQUIRY 20-07, Paid Parental Leave

Summary

In accordance with the Code of Federal Regulations, part 630, Absence and Leave (5 CFR § 630), as of Pay Period (PP) 20, 2020, Federal civilian employees will be granted up to 12 weeks of paid parental leave (PPL). Public Law 116–92, dated December 20, 2019, known as the Federal Employee Paid Leave Act (FEPLA), provides guidance for this new leave type.

The new law applies to leave taken in connection with a birth, adoption, or foster care placement occurring on or after October 1, 2020. The U.S. Office of Personnel Management (OPM) will issue necessary regulations and guidance to implement this legislation.

The National Finance Center (NFC) is establishing prefixes to be used in conjunction with transaction code (TC) 62 (Sick Leave) for the purpose of recording this information.

Implementation

EPP:

If the employee is eligible for PPL, the usage will be displayed in the Remarks section of the E&L Statements.

TMGT:

On TMGT Table 032, the following new prefixes have been added to TC 62 for PPL:

Prefix 70 - Birth of a Child
Prefix 71 - Adoption of a Child
Prefix 72 - Fostering of a Child

On TMGT Table 034, the following new TIME edit messages have been added for PPL:

500 - New TC/PREFIX 6270 6271 6272 Eff Start PP20 (10/01/20)
501 - Not enough Parental Leave Birth Balance
502 - Not enough Parental Leave Adopt Balance
503 - Not enough Parental Leave Foster Balance

NOTE: The BEAR 18 file will update to ensure that the employee is eligible for PPL.

TINQ:

Three new fields have been added on the TI001 screen to allow updates to PPL for the Balance (BAL), the Start PP, and Start Year (YR).

The new fields are:

PPL- BIRTH-BAL, PPL-BIRTH-PP, PPL-BIRTH-YR
PPL-ADOPT-BAL, PPL-ADOPT-PP, PPL-ADOPT-YR
PPL-FOST-BAL, PPL-FOST-PP, PPL-FOST-YR

IRIS:

Three new fields have been added on the IRIS Program IR138 to display updates to PPL BAL, the Start PP, and Start YR.

The new fields are:

Parental Lv Adopt Bal, Start PP, YR
Parental Lv Fostr Bal, Start PP, YR

PINQ:

On PINQ 022, the following fields have been added for PPL BAL:
