2026 Annual Pay Raise

Dear Customer,

The annual pay raise window is approaching quickly, and it is time to start our coordinated efforts. The National Finance Center (NFC) has not received official notification from the Office of Personnel Management (OPM) regarding a wage increase for Federal employees in January 2026. However, we need to be prepared to begin our work on short notice. This process has been assigned NFC Project Number 79580 for tracking purposes.

Attached is the 2025 Annual Pay Raise-Agency Contacts List for your review. Also included is the 2026 Annual Pay Raise-Agency Contact Information Form. Please complete this form if you wish to change or add new contacts for your Agency. Submit the completed form to the pay raise mailbox at annual.payraise@usda.gov by Friday, December 5, 2025.

Please ensure that your Agency contacts are knowledgeable of NFC’s annual pay raise process. A training session, for Agency contacts only, will be held at a later date. This training session will cover the submission of Agency-specific requirements, including Agency-specific batch Table Management System updates.

The tentative timeline for pay raise activities for the next 30 days is as follows:

Authorized Agency representatives with questions concerning this notification should contact the NCC at 1-855-632-4468 or submit a request in the ServiceNow Customer Service Portal using the following links:

• November 19, 2025 – The 2025 Annual Pay Raise-Agency Contacts List will be sent to the 2025 designated points of contact, and the Committee for Agriculture Payroll/Personnel System (CAPPS) community for review.
• December 5, 2025 – Customers should submit any updates to their points of contact to the pay raise mailbox at annual.payraise@usda.gov, using the 2026 Annual Pay Raise-Agency Contact Information Form.
• December 8, 2025 (week of) –
  • The 2026 pay raise project documents (i.e., the pay raise kickoff package) will be released to all customers and the CAPPS community.
  • NFC will conduct the 2026 kickoff meeting with customers to summarize the 2026 pay raise project documents to ensure successful implementation
• December 15, 2025 (week of) –
  • NFC will conduct two Training Sessions for Agency-approved points of contact, who will be responsible for submitting the Agency-specific requirements forms for processing. However, only one session should be attended, as both will include the same presentation material and guidance.
